Dear Mr Lepper

Thanks for your reply to my letters. Some of my letters to you have come from Bournemouth, because my mother lives there, and I sometimes go to spend a couple of weeks there. I still have my Brighton flat and am on the register of electors here.

I am not optimistic about the future regarding nuclear energy. The Kyoto Agreement is now used to argue for nuclear power, as is the high price of crude oil. It remains to hope the public will see the advantage of conserving energy personally, and using green sources where possible. But wind farms are victims of protest, and I see little public trepidation over proposed increases in the use of nuclear power. I believe the state can only be held accountable to a certain extent, and while people demand power with scant regard for the environment and other concerns, we will probably have to let them have nuclear power stations.

However, it will probably be accepted, perhaps by the Russian and American government, as well as the British government, that nuclear power is fundamentally a wrongful measure, a surrender to public demand. The people of the world are not showing sufficient concern for the consequences of our actions. We expend precious resources and pollute, when if we wished to, we could use and waste much less energy.

So it follows that the public are flagrantly wasting resources, and, it might be reasonable to suggest that punitive taxation be applied.
I suspect that although we should go on fighting nuclear power, we aren’t going to win this time. But we might be able to bring about some sense of responsibility in the governments of the world, which could welcome some more income. Also, international agreement on energy taxation streams an argument towards the world taxation I have asked for in my letter of 3/4/06.

Let us return to that letter.
A possibly incorrect impression of the ring, as I have mentioned in the letter, is that centralisation of energy production, using nuclear power stations, will lead indirectly to a centralised ring. The public will be dependent on nuclear energy, and will feed financial and political power to the people controlling the country’s, or the world’s energy, and at the centre will be the ring, behaving like a “Strange attractor”.
(See http://en.wikipedia.org/wiki/Strange_attractor (underscore between ‘Strange’ and ‘attractor’))
I am referring to an effective time machine, moreover to the processes controlling it, and its effect, as the ring.

You might gather from my letters that I claim the ring has been used against me. Furthermore it now seems that the ring “whitened out” all record of my wife, and my records at MI5. Of course, these are setbacks. But very complex systems are harder to control, and I expect neural networking and genetic programming to be needed to create and control such a system as the ring, and these will take understanding and control out of the hands of many who operate it, because with these methods, it can be very hard to see how they produce the results they do.
If the ring is a strange attractor, it has chaotic dynamics, which are deterministic. My assumption is that if we want to fight the effect of the ring we might be able to use quantum theory, using arguments over determinism, and I believe that the payoff of that is that questions of existence come into play.

How is the car driving, TV watching, drinking public going to want to contemplate existence, or meditate on void as would a Zen Buddhist? Surely, they are going to simply demand what serves them. This is because people consider that they do what they want, and commerce serves to satisfy our desires. It is animals that do as they wish, civilisation is defined by the rules we obey. Commerce tells us what to want, and in our selfishness we are moved by that, and manipulated. “The Master said, “Look at the puppets performing on the stage. Their every movement is controlled by the people backstage.”” (Lin-Chi, page 19).

Bearing in mind what I have said, I question the line in your unsigned letter of 11/7/06 (ref. DL.jm 03 Murray), which says, “If you do have clear evidence then you should report it to the Police”. If they have clear and concrete evidence, then the police should prosecute. Some things are not so simple to do or understand. But that doesn’t mean that there is no case. And I am in contact with the authorities.
